In 1986, Congress passes the Immigration Reform and Control Act (IRCA), which provides amnesty to millions of undocumented immigrants. APALC eventually helps 5,000 immigrants legalize – the largest amnesty effort for non-Latinos, particularly Asians, by any single organization in the nation. In 1989, APALC also counsels and represents hundreds of Asian immigrants who are HIV-positive and seeking legal status under amnesty.
